Planning and Trade Practices Division

2-year fixed-term contract

 

Job Purposes:

This position is to support the Planning and Trade Practices Division of the Consumer Council to develop its capacity in strategic planning, and in conducting in-depth studies and initiatives with regard to consumer protection of issues arising from the blooming trends in the digital economy.

The Senior Planning and Trade Practices Officer is responsible for monitoring and reporting technological developments to identify possible benefits or gaps on consumer protection, and carrying out market studies which require specific expertise in terms of research capacity and practical knowledge of a wide range of business practices across different trades using technologies.

 

Candidates should have:

  1. A recognized university degree or higher degree in Information Technology, Data Analytics, Economics, Finance, Statistics, Public Policy, or related field;
  2. Have extensive market research experience for a period of at least 7 years, preferably have practical work experience in consumer protection work, industry or market analysis;
  3. Versatile enough to master a broad range of digital consumer issues, such as E-commerce, Fintech, Data Analytics and Artificial Intelligence;
  4. Ability to analyze and present findings, and to publish reports that meet a high standard in both content and presentation;
  5. Preferably have sound knowledge of the local consumer market structure and application of consumer protection laws;
  6. Good communication and interpersonal skills; and
  7. Candidates of good qualifications but less work experience may also apply.

Main duties include:

  1. To monitor and report the consumer protection movement with respect to technological development issues;
  2. To initiate, conduct and publish in-depth studies on target industries/ markets or on digital development issues;
  3. To prepare response to consultation papers and papers for committee meetings;
  4. To assist in developing and implementing strategic initiatives for the Council;
  5. To work with businesses and professional associations to promote digital governance; and
  6. To support the administration of the Division activities

Terms of Appointment & Fringe Benefits

Appointment will be offered on 2-year fixed-term contract.  Fringe benefits include paid leave, medical insurance and MPF.
