Job Description
The English Language Coordinator works under the direct supervision of the Emerging Voices (EV) Specialist (Education, English Language) or Public Affair Officer (PAO) designee, and receives work guidance from the Regional English Officer (RELO) based in Beijing, in the People’s Republic of China (PRC); and has no supervisory responsibilities. Coordinates U.S. Consulate General Hong Kong and Macau ("Mission Hong Kong and Macau") Public Diplomacy (PD) English language outreach to, and engagement with, Emerging Voices(EV) audiences, reaching youth, underrepresented communities, minorities, and those who influence them through English teaching and learning programs. Conceives, develops, and implements both in-person and virtual English language teaching and learning programs, projects, initiatives, events, and activities and organizes teacher training and professional development opportunities for English teachers and English teaching professional associations.
Maintains substantive contact with program alumni and plans programs, projects, initiatives, events, and activities. Develops proposals to obtain funding for English programs from the Bureau of Educational and Cultural Affairs (ECA) and other sources. Evaluates EV English language programs, projects, initiatives, events, and activities to determine sustainable and measurable outcomes. Assesses progress toward project objectives; identifies assessment methods and outcomes.
Actively plans at least a year in advance. Coordinates planning for English language programs, projects, initiatives, events, and activities Mission-wide. Collaborates on the planning for physical and digital materials designed to expand the impact of English language programs, projects, initiatives, events, and activities. Designs marketing and recruitment strategies to support English language outreach and engagement.
Prepares, manages, and tracks the annual and individual program, project, initiative, event, and activity budgets for English language learning and teaching outreach and engagement.
Serves as Grants Officer’s Representative (GOR) for English language grants and cooperative agreements, with responsibilities as indicated in the Delegation of Authority letter.
Maintains required office records and files and ensures that English language programs, projects, initiatives, events, and activities are recorded. Drafts office correspondence in English and Cantonese. Provides informal interpretation and translation between English and Cantonese when required.
